Then I suggest opening up a terminal in that directory, and type "powershell .\start.ps1". If there is any errors, that's the best way of figuring out.
No, we can't. Yes, if you want to use Command Prompt. If you want to use PowerShell, than run the start.ps1 file.
It should have been in the same folder as the rest of your PocketMine installation. Although if you used @TheDeibo's installer, than I'm not sure.
