And replace the PocketMine-MP.phar

Also download the bin here - https://ci.appveyor.com/project/pmmp/php-build-scripts/build/php-7.2-appveyor176/artifacts
And replace the Bin folder

After that run start.cmd

 

Yep, your folder structure is wrong, the "bin" folder should be directly in the "PocketMine-MP" folder and not in a "php" subfolder
