Which Free App is best for developing plugins?

I am curious to know what the best free app for creating plugins is (free). I tried VSCode but it didn't work out. I can't do PHP storm since im not the richest guy. Any other suggestions?

 

If you're a student, you can get phpstorm for free.

 

Other than PHPStorm, what are better or equal to apps.

 

Visual Studio Code is more lightweight

My old plugin all was code using a phone with an editing app, later I stumble to visual code, it is easy and lightweight, if you know how to work around it, it actually very good.

 

I am using Atom Editor. I made my Friends plugin with this editor because there is github upload system.
