May I ask to see more if the picture, showing a sliver won't help you. For all we know it could the boss bar.

 

That seems like "actionbar"

é possível, bom e difícil para você ir até a textura e editar até chegar a esse resultado, mas o hive já fez isso e com a engenharia reversa você consegue a textura dela ....
