I feel like off topic section should just be removed or moderated to some extent. Currently it just seems to be used to post spam/advertisements/scams. Same with the profile posts on the front page (when you scroll down on the right side)

Primus is saying that there would be changes made to prevent spamming/promotion on this forum if people were more active on the forum - which they are not. Simply put it, the majority of users have moved to Discord, and there is barely any use for the forum - which means there's little reason why anybody would want to make changes to it. Primus was not trying to invalidate your suggestion, they are simply stating that somebody would make changes if people used the forums more often. Maybe try putting in more objective thought in your responses - rather than emotions.
