It depends. If it's hosted on your VPS/on your own webserver it's like you have written it and it's secure

It just starts up slower. Unless it takes minutes, usually nobody cares about slower startup.

True, I made many plugins with an internet connection, but if (as me) you don't want to pay much to have the fastest webservers ever, it might be annoying because it takes long.

It's possible. Altought, since it would be in the source code, it will have the same limitation.
