I recently started an mcpe server with PMMP. I noticed that it is missing a few key features such as mobs and redstone. I was wondering why this was, and if there was a way to add the same functionality via plugins. If that is also not possible, is their an ETA on adding those features?

Teaspoon doesnt even work with the latest PMMP release.
[02:10:30] [Server thread/ERROR]: Could not load plugin 'TeaSpoon': Incompatible API version (plugin requires one of: 3.0.0-ALPHA12)

https://github.com/Distoxicqted/TeaSpoon-patch-3 This is a fork of teaspoon created by someone. This is currently only available in pocketmine api versions that are 3.x.x so if you are using a development build like the current 4.0.0 api version, it will not load.

From my knowledge, teaspoon only registers the mobs and only has mob drops implemented. If you want Mob AI, you should use PureEntitiesX.

Do you know a patch of PureEntities that works with 3.x.x?

PureEntitiesX is update to 3.0.0 https://github.com/RevivalPMMP/PureEntitiesX
Please note that both mentioned plugins (well, more or less only TeaSpoon really) are very poorly written and pmmp provides no support for them. TeaSpoon was/is known for causing many issues that cause server crashes and world "corruptions".
While I semi-recommend using PureEntitesX if you really, really want mobs, I politely ask everyone NOT to use TeaSpoon.

Do you know of any forks that support 3.1.3? I was going through the github forks and couldnt find any.

EDIT: https://github.com/RevivalPMMP/PureEntitiesX/tree/AquaticUpdate seems to be the most up to date fork/branch. But mobs don't move. I might have to learn the PMMP api

DOUBLE EDIT: I did find https://github.com/CodeKingdomsTeam/PureEntitiesX/tree/f33cfc9bd2edb7c0e4e11e68808b2235e8533a4f but that seems to be using the 4.0.0 API

wtf. why is there so much misinformation in this simple thread. (Which exists a thousand times on this forum anyways)
https://github.com/RevivalPMMP/PureEntitiesX (the master branch) is currently updated to 3.0.0 and therefore can run on any 3.x.x version, including the version @herohamp suggested. PEX will make (certain) mobs move.
    Quick links:
Phar for current PEX supporting 3.0.0: 174.4 KB
current PMMP phar release with api 3: PocketMine-MP.phar 4.49 MB
