Jail plugin

Hi, My Idea is make an Prison and Jail plugin but Jail plugin is do not allow player move around that area. I want have a Plugin Prisoners can moving on that area and Of course when they move out will teleport again to old Position

 

If you know that plugin or You shared it so I'm thank you very much..
