I need a report plugin

ok so i want a report plugin for my server. I dont want any ui i just want commands. Like /report (name) (type of hacks). and i want all online staff to receive slthe report on chat and i want it to look some thing like this
person has reported person for: reason i know im asking allot but it would be grest to have
