Your phone may have a firewall on it. Can you join from a different device in the same network?

Have you selected UDP or TCP+UDP when creating the port forward?

Did you give him the public ip. or did you give him the private ip.
a private ip looks like this
    192.168.***.**
a public one looks like this
    92.***.***.*
when you port forward some routers have a feature where you can select your device and type the ip for you. Sometimes in the list you see that your phone name is written 2 times and if you chose the wrong one. it will forward to the wrong ip. so make sure you type your phone ip manually.

Noo you give him the public ip. The ip you are giving him is the private ip, that's why he can't join.
search "what's my ip" and it will show the public ip. copy it and send it to him (only if you trust him)
don't give this one (pic Screenshot_10.png)
    instead this one (pic Screenshot_11.png)

Only your public one starts with 92. 255/256 people of this world don't.

You internet provider may have a firewall or another NAT before it reaches your modem. Contact them and ask if port forwarding is even possible by default or you need to request a public ip.

You'd need to check in the manual of the router what each level means, but usually Middle is the correct one.
