no, it's just impossible to block everything to make a server family friendly like: "I want to stick my long-necked Giraffe up your fluffy white bunny." The best you can do is block common bad words and maybe sentences. Anything more than that and no one joins your server.
AntiSpamPro works well at blocking most swearwords (disclaimer, I wrote it) including variations with dashes etc, but a chat filter is no substitute for active moderators, for the reasons people have pointed out above.
