You could create a chest inventory with blocked slots and cancel the transaction if the clicked slot is a blocked slot
You'll need to make a texturepack for your server that has a custom Inventory UI with that many slots or you could even edit the texture for a brewing stand UI or something along those lines that is rarely used.
