A plugin where you cant ban a certain player

A plugin that only works for the Console where a player cant be banned Example if a op tryed /ban pitstopers it would say this player can not be banned can anyone make a plugin like that

 

maybe override the command class with your custom class

 

Not the development section. I think that this plugin would be good to use on my server too, so I will make it sometime over the next week
