It seems there isn't yet any repostitory for plugins yet. Please bare in mind that this forum is very new there is still lots to be done.
Correct. The forum is new. So, when the Forum admins think it's time to add a plugins repository, then it may be added. This is not a spoiler. This is just common sense. .
Me, @SOFe and a few other people are working on the new Pocketmine Repository. It is called Poggit! Spoiler: Where to find more info: https://github.com/poggit/poggit
I suggest you put your plugin to GitHub. Create a repo, push your code so people can look at it, enable the issue tracker and create a release (with the .phar) for your plugin. https://help.github.com/articles/creating-releases/
It is not yet released, just wait and I'm sure there will be a nice message on the front page once it does.
Poggit is still under development. It will be released soon. As for the precise definition of "soon", it is a bit shorter than shoghicp's "soon", I suppose.

No problem! I, for one am super excited for it's release. Be watching, and developing plugins! It's the plugin developers that really make Pocketmine customizable
