WelcomeGUI and InfoGUI

Can someone create an Custom UI when you join the WelcomeGUI appears when you join in a server.
Then the InfoGUI , when you type /info the Information about server is you see in a custom form.The categories in InfoGUI are Guide , Staffs , and Ranks. Sorry for my grammar and add some config.yml for easy editing thank you!

Maybe but in a Custom UI form with many categories like buying ranks in UI , Guide how to play , Staffs that you may know etc
