update plugin Alpha10

my internet is too slow to upload the zip and devtools /makeplugin is broken for me
download it from github, open the file, open plugin.yml update the api to 3.0.0-ALPHA10 and download devtools if you haven't already otherswise it won't load. https://jenkins.pmmp.io/job/PocketMine-MP/Development/
