TexturePack Crashes

I have a texture pack on my server which is 5.8 mb.

The issue with this is when some people try to join the server it says in console RakLib error. This is no due to any plugin nor is it errors in the texture pack. I am able to join the server completely fine, but builds on my server cannot. Does anyone know how to fix this?
