That's the biggest fraud by hostings, they are offering big amount of ram and doesn't even mention what CPU are they using... Even if you have 32Gb ram, your server will run slow and will be overloaded because of slow CPU. Also it could have been caused by plugins, so I'd recommend to check timings.
