PVP wont work

After updating to the 1.0.6 phar, I've had this strange issue. PVP no longer seems to work in any worlds, even when PVP is enabled there. Does anyone else have this issue?

 

Try to restart your server, it happens sometimes

 

Difficulty must set to easy or above
Peaceful will disable it
Or you have downloaded some plugins that disable PvP like peaceful spawn

 

I set my difficulty to 1 on the properties file and I am still having this issue and I don't believe I have any plugins causing this.

 

Can you show your plugins list?

It looks like something might be making the difficulty automatically set back to 0 after I try to make it set at 1.

 

Stop the server before editing the file.
