i need a new phar file for the latest version and if there is a way to let me join without port forward on the same internet connection and device of the server like it used to.
Phar files for the latest version are always found on Poggit. You're still able to join a server that's on the same network without port forwarding. If it's running on port 19132, than it should show up on MCPE automatically. If it's on a different port, or not showing up, than you can still play by typing the host computer's local IP manually.
Well, if you're actually using the Android app, the old one doesn't work. Use this one instead. It's an unofficial app, but it works with PHP 7. To replace your current phar with the new one, simply use any file manager app and navigate to the folder called "PocketMine" (note: the folder should be on your SD card, but it may also be on your device storage depending on your version of Android). From there you can delete the old phar and replace it, just as if you would if you were on PC. However, you really shouldn't be hosting a server using an android device (or any other mobile device for that matter). This is because they are not very powerful, and typically have a weaker CUP than a desktop or laptop computer. On top of that, the PMMP team is soon going to be removing PocketMine-MP's support for x86 (32 bit), which will render it unusable on Android phones (and most, if not all, tablets). In fact they might have removed it already, although I'm not completely sure as though I've only ever used it on 64 bit systems (except when I tried it on Android a couple of years ago, but it didn't work out).
I'm afraid that won't change being able to use it. The PocketMine developers will still (if they haven't already) remove support for 32 bit systems. So even if it works now, it won't work in the future. They have decided to do this because making a 32 bit version of the required custom PHP build adds to the time of development. Not only that, but most modern PC's are 64 bit systems, which are usually the only kind of machines that PocketMine is ever used on. Since no one ever uses PocketMine on 32 bit computers, there is no need for making it compattible with them, which makes developing the 32 bit binaries very unnecessary.
