So here is some solutions

 

First, create a code that can store the items and even their nbt data. You load it into some algorithm and handle it. You can use Gui or Ui to help players get items. When the game starts, you just need to give the kit that the player has chosen. If you're still not sure, check out some of the Kit and Shop themed plugins
