whem i download the zip from the github so how do i turn it into .phar?

And paste your folder plugin in your plugins folder

No,
1.Download your DevTools plugin and paste it into your plugins folder of your server
2.unpack your zip plugin
3. Move the newly unzipped folder into the server plugins folder
4. restart your server

 

but then how do i use the plugin i want to update?

 

If DevTools is on the server, the plugin should also load automatically

 

run "/plugins" and look which plugins are loaded

with "/makeplugin <pluginame>" you can create a .phar of your folder plugins
