Can't start server :/

I copied my bin folder to Windows server and when I run start.cmd it say

Code:

C:/Users/Administrator/Desktop/SuntCraft/bin/php/php.exe: error while loading shared libraries: api-ms-win-crt-locale-l1-1-0.dll: cannot open shared object file: No such file or directory
bin\php\php.exe: Exit 127.

On my pc works normal :/
ANY TIPS HOW TO FIX?

 

So I was missing some packages and I installed it and now this happens:

Now I installed vc_redist x64 because I had x86 and I get this:

bin\php\php.exe: Exit 127.

 

windows. Maybe something's up with your bin, get the latest one from here:
php-7.2.0RC3-vc15-x64.zip

 

I already downloaded it and error still display

 

well, php7ts.dll is included in the package above :/
