Can't connect externally... [Running on Windows]

My friends and I cannot connect to my server using the external IP. I can, however, connect locally just fine (so it isn't an outdated version). The port is not blocked - I hosted a regular Minecraft server on the same computer and could connect externally using the same port. It is not an antivirus either - I had this problem on multiple devices I hosted the mcpe server on. I can't figure it out!

I just did not think it could be a problem because I ran the xampp server on the same computer?

 

Have you allowed the port 19132 in your computer's firewall?

I have already allowed 19132 in my firewall. I can run other types of servers on the port, just not pocketmine. I only have a problem with this software.

 

What error do you get when you try to connect?

 

It says Unable to connect to world. I used a port checker tool to see if it detected the service, but it didn't see anything at all running on the port while i was running pocketmine.
