blocked IP address

sometimes when somebody tries to join my server they can't and they get this message: [19:23:51] [RakLibServer thread/NOTICE]: Blocked 6*.2*.1*2.1* for 5 seconds. It says it blocks their IP adress. they are not banned nor IP banned. any idea to why this is happening

 

This happens when someone sends too many packets in a row, this could be caused by a bad network connection.

Maybe because of some broken plugin
