I'm running (what I think is) the latest dev build from here: https://poggit.pmmp.io/ci/pmmp/PocketMine-MP#

When connecting either W10 or iOS 1.0.7 clients, I get the following error:

Is there a 1.0.7 build somewhere I can grab which will work?

You were using the 1.1 branch
