What is "level tick rate" ?)

 

Level tick rate is the rate at which a level is ticked.
This tick rate can decrease if the level ticks of a certain level take too long, and the main server tick rate is getting too low. It is a try to maintain 20TPS. Example:
A level tick takes 250ms, the server increasing the level tick rate to 6, meaning that only every 6 ticks the level will be ticked

 

What is this? And what it affects?
Update block (water/ice/fire) or world time or moving entity?)
