Top Kills Plugin

Can anyone make a simple plugin for a UHC server.

What it does:
- Shows who got the most kills, and you can view how many kills a player got by running a command in game like /kl steve (kl = kill list)
- Everytime the server restarts, everyone's kill records restarts.

 

what about a scoreboard on the side of the screen?
