currently in need of help on fixing monster Spawners

 

Is this a problem with a plugin, and if so, which one?
If you're talking about in PocketMine itself (with no plugins) they aren't fully implemented yet.

Yes it is possible with the teaspoon plugin: https://github.com/CortexPE/TeaSpoon. Simply use this command
