You seem to have a yaml syntax error in one of your configs. Sadly the error doesn't say in which, but that it is at line 28 column 5 in that config file. did you recently update any configs of plugins/pocketmine.yml
I got that same error in my plugin config when the syntax was correct. I've seen answers on stackoverflow saying its to do with spaces in the wrong places but I couldn't fix the problem.
