remove the display of an command to a specific player

Hello I would like to know how to remove the display of an command to a specific player



Example this person does not have the Vip grade but he has the Fly command display but what I would like is that this display appears to the Vip person and not to the Player person without using the preprocess event or permissions

 

You have to modify the AvailableCommandsPacket sent to that player

 

delete the description in plugin.yml
that is the fastest way!
