You can try optimizing your pocketmine.yml.

Hmmm, my guesses are that it's a connection issue

Don't use Anvil worlds. Or if you want to use them, you could try my C extension if you can figure out how to compile it.

I already tried to optimize chunk-sending. Are there any other ways too?

PocketMine in general is semi laggy, it was written in one of the slowest code languages known to Man.

Try checking your timings and CPU/RAM usage.

It could also just be high ping/latency due to machine location or internet.
You can set or disable the memory limits and see if that helps.

    Makes no difference to PMAnvil.

Well, the question is what kind of lag? Network lag? what is your upload? where do you host your server? at home?
It would be great if you could post the results of speedtest.net

It might also be on where your server is hosted, and how high your ping is. For instance: if you're hosting the server on a VPS in Egypt, but all of your players are in Canada, than that might be a huge cause of network lag. Remember: the lower your ping, the better.

Ping the server from your local network and measure the ping. If it's above 200ms, it's either one's network's fault. (No, 200 is not a magical number)
