Plugin converter

Hello guys! I would like to request a plugin that converts or read other formats. Example PC plugin to PE or like plugins to other format to .phar. Or you can make a plugin that can activate other format plugins. Like DevTools, but can activate more plugins. It would be fun. . Would it be possible?

If some plugins that existed like it, please tell me. Or if you are able to make one.
