    If its a plugins commands you are trying to disable in certain worlds, there are many per world command blocker plugins out there.

    Try WorldProtect, you can ban command in a world, also you can ban items.

    it still dosent block the plugin,
    plugins have a lot of interfaces,
    from chat to item to all sort of events
    blocking a player to fire certain event in certain world is not very ideal, as now they cant do anything
