Solved hunger does not go down

I realized that hunger does not go down on my server, does anyone know what it can be?

Maybe you cancelled PlayerExhaustEvent in any plugin

 

the problem is that I have no idea which plugin did this!

 

Do you have NoHunger plugin?

 

Narrow it down. Does it happen when 0 plugins are installed? If it does, then you can begin adding them back until it happens again.
