    It is possible to allow fly for players, for mobs it isn't implemented yet.

    This might be false, you could set data flag and simply keep entity in the position you need. IMMOBILE?!?

    I'm not sure what I'm talking about, however I'm hoping that this little piece of information is somewhat helpful. Cheers!
