I want to make creative server, when i want to buy VPS. I want to choose 1GB(1 CPU) or 2GB RAM (2 CPU). Any idea?

You will only need 1 CPU and 1 GB of ram. It is unnecessary to get 2 GB / 2 CPU for just a creative server.
It might help to have 2 CPU's if you plan on abusing World Edit for large selections though. Depends on your usage case.
